Thanks to everyone who helped me with ideas about how to fine-tune Tony
Pope's "Witches Brew".  I was having problems getting the bleach to actually
bleach the colors out and also it wasn't as fizzy as I thought it was going
to be.  Here are the suggestions I received:

 

Use more bleach (I have been using a medicine dropper full, but beware of
the smell!), or change the brand of bleach.

Add baking soda and or vinegar along with the Alka-Seltzer to increase the
fizz or use 2 tablets of Alka-Seltzer.

Make sure your Alka-Seltzer is fresh and newly taken out of the package.

Use store-bought water rather than tap water to get rid of lime, lead, hard
water, soft water issues.

Use color remover (a product normally used on fabric) rather than bleach.

 

I've tried changing my water and next I'll be varying the amount and brand
of bleach. I'm also going to experiment with the baking soda and vinegar. I
think I'll also be on the lookout for color remover.
