How about a positive approach? For each homeroom that has no overdue  
books at the end of the month, they will earn ___.
Perhaps you can offer  extra computer time, or time in the library?
 
I got a request for a hit:
In addition, someone suggested suspending privileges to attend school  
dances, etc.
 
I am in an elementary school. We find we have better luck sending letters  
home asking for payment of the "lost" book. The book usually comes right in.  
If we send overdue letters to the home, nothing happens.
Hope this helps.  I have also called home and work numbers in hopes of 
getting books  returned.
 
 
Here, I'm required to follow a protocol of a couple of notices, phone call  
home, letter home -- after that the disciplinarian calls the students in and  
they determine the reasons the books are not back and the students have  
detention or other actions taken until the situation is resolved.  We also  hold 
report cards of the students that have books out --- parents have to come  to 
school to get them ---I know that's not much of a threat ---- but sometimes  that 
does it.  Library books are handled like text books at the end of the  year 
--- so it always is resolved by that time.
 
I also do not like to charge fines for our kids..... some of their  
circumstances really are abyssmal and a lost book is the least of  them.
