Hey Ada, I'm a school librarian in Arkansas, but am not the one to answer your question intelligently. In 1984 Governor Bill Clinton brought about sweeping school reforms which meant every public school had to have a certified librarian. A couple years ago, with Huckabee as governor, legislation passed that meant media specialists could not have duty and their time devoted to scheduled class time (release time for teachers) had to be limited to a certain percentage of the school week.
