I don't have any specific program suggestions, and I know very little about archiving historical items. However, I am aware of many small church (congregation under 1000) groups who have created church libraries. I have never been part of the set up but I've seen the results. These simple "home-made" efforts result in records of materials and methods for check out. I would suggest this community group contact local churches to see what their library efforts and experiences might have been.
