[LM_NET] SEC: reading enrichment

We are looking at designing some "reading enrichment" programs for
secondary students (including but not limited to struggling readers and
ELLs) over the summer.  Does anyone currently participate in a program
like this or have any ideas about program design?  It seems like a good
idea, but I'm having trouble getting my head around the specifics.
