[LM_NET] SEC: ref red flag laws?

I need a PRINT source that tells how the Red Flag laws affected the automobile 
industry. (I know the answer has to do with not the US Red Flag laws but the auto 
industry in England). If any of you have a title that you find it in, I'd 
appreciate if you'd share!
