I am in a K-2 school. These younger children might be
more "trainable"--I've had pretty good success with
the following procedure when things get too loud:

--Ring a bell for attention
--"Right hand on the table, left hand on your right
hand, eyes on me."
--Instruct them to say in a "library voice"
(demonstrated--just above a whisper) "Tyrannosaurus
rex" (or chicka chicka boom boom, etc.) as many times
as they can as fast as they can."

We practice this until the noise level is at a
comfortable hum, then I remind them that their voices
are supposed to be no louder than that.
