Forgive the correction, but the line first appears in that volume in Book 1, Chapter 10 "Strider", when the hobbits are at the Prancing Pony in Bree. Frodo reads Gandalf's letter, which quotes the entire poem, and refers to Aragorn/Strider. Later, in the same volume, in Book 2 "The Council of Elrond", it is indeed spoken by Bilbo, who reveals that he was the one who created it for "The Dunadan" when he first heard the story of his life.
