A couple of folks asked me to share so here are the suggestions I received 
for using old CD's on a welcome back bulletin board.  Thanks again to those who 
responded!

Read your post on LM_NET.   
This may not help... but if she can come up with a frog related theme.. they 
make GREAT eyes for a large frog on a bulletin board. :)

How about?

"Technology helps burn LEARNING on your brain!"  (Make flames leap from CDs 
to a brain graphic.)

OR

"C-D advantages to Technology?"  Display examples of cool tech stuff--digital 
photography, printouts of PowerPoints, website addresses/beautiful pages, 
pictures of items technology equipment such as projectors and microscopes and 
laptops, etc.) 

OR

"C-D FUN when you LEARN with technology?"  (Show smiling students engaged in 
various tech-rich learning tasks.  It would make it even more fun to use your 
real students to pose for these snapshots, too!!)

Has she thought about spelling out "welcome back" with CDs (or if she
doesn't have enough to do the words, using the CDs to highlight
different places on the words?)

I don't have a caption but an idea that I have seen used. They make great 
fish!  I have seen them hanging up (3 dimensional) from a string but you could 
put them flush, too. 
Parts are made of thin foam like material (or anything). Put a tail, top and 
bottom fins on it  Poke a fin through the hole. Put a button or "doll eye" on 
the front of the CD.

Hanging they were great for numbering tables, etc. Hang a small tag under the 
fish.

I saw your posting on LM_net about captions for Bulletin Boards.  You might
want to look at a website I created and tweak a few of the ideas to suit
your need.

These are kinda corny, but...
"Let's Disc-uss Technology"
"CD's through the Schoolyear"
"Disc-ussion Board"
That's hard to come up with, but I bet it will look great and what a good 
idea to use up all those old discs!
