A faculty member is looking for a book about a boy living in NYC who takes
some kind of potion/medicine of his father's (a doctor) and shrinks. After
becoming small, the boy is befriended by a seagull and together they go on
adventures in Europe. Does it sound familiar? Can you supply the title? It
is an older book. This faculty member read it when he was about 10 years
old, about 40 years ago.
