The Wichita, KS school district near us was on TV the other day because they may be
able to add instead of cutting from the budget this year. One administrator
pointed out empty shelves in his library to the tv reporter as a possible place to
spend the new money.

"Half empty shelves will
sometimes generate sympathy dollars!"

I just had to respond to this comment because it is so true. A couple of
years ago, I worked at a school that changed from Intermediate to Elementary
and moved into a brand-new building. When the new furniture was purchased,
we over-bought on shelving to allow for growth. The district granted
several thousand dollars for new books and I actually had an excellent
collection, with a book-to-student ratio almost double the state standards.

Well, the second year in that new building found us with a new (to the
campus) principal. She was very concerned with the library collection.
Throughout the year she questioned me about our collection and kept
funneling money my way. In fact, she doubled my book budget that year. It
took until the end of the year for me to realize that she thought our
collection was inadequate because we weren't using the bottom shelves in the
stacks! She refused to believe we had enough books for our students if the
shelves weren't completely full.
