[LM_NET] Target: Do you know this book?

A friend is looking for a book that she read in early adolescence, 
probably in the late '50s.
The protagonist's name is Trudy (she has dark hair).  She befriends a 
new girl in school (who has blonde
hair!).  Locker robberies begin happening at their high school and 
Trudy gets involved in solving the mystery.
The perpetrator is the new, blonde girl.  Somehow, Lima, Peru, figures 
in the story.
