I haven't had a chance to test out any of these yet, but here's what I heard
from folks about free or semi-free pdf creators:

 

*       http://createpdf.adobe.com/

if he has a scanner, he can scan into a free pdf.   there is an adobe that
does

have a site for free pdf online and i use that when i'm at work (our
scanners are old!).  it limits you to 5 free ones.  since i have 4-5 email
adresses, i just keep registering with different emails.  they keep track of
you via your email address.  

 

*       I use http://www.pdf995.com/

I find it very simple to use.

 

*       I haven't used this, but I just (like 5 minutes ago) read about this
one

*       The OpenOffice suite includes a free pdf creator. It's a big
download and you get quite a lot, but it has certainly come in handy. I've
been able to take my Microsoft Word documents, open in within OpenOffice,
and then convert to pdf, all within seconds.
