LM_NET colleagues,
        Terence Bynum asked me to forward this to the group since he's having 
trouble getting messages to go through:

In trying to track this statistic down, I came across the following, 
from the Nov-Dec. 2002 issue of Leadership Magazine (v32, i2, p8).
 
"America's prisons are filled with reminders of our schools' failure to 
realize the promise of success for all children. More than 80 percent 
of all those incarcerated in our country are functionally illiterate, 
lacking in personal management skills and inept in social functioning. 
At least a half-dozen states are today planning the number of prison 
cells they will need to build in the next two decades, based upon 
today's third and fourth grade reading scores! "

It's from an article by John Jay Bonstingl-Expanding learning potential 
for all students-Copyright 2002 from the Association of California 
School Administrators.  Where he got his info, I don't know.

I seem to recall similar information from a video I watched for a 
reading teacher class. It was a speech by the then president or chair 
of the International Reading Association, Dick Allington.  He gave the 
speeck within the last few years.  Anyway, from all I've been able to 
find, I'm thinking this is true, and not an urban myth.
