I think technology departments can take on the role of czar and start setting educational policies. I have worked with It where it is a real team and I was a part of the team and I've worked with IT departments that did not want to be part of any team just set policies for the school. They talked kids first but many of the policies they established really put kids and staff at a disadvantage when using the equipment. No matter how the issues were approached it was viewed as an attach on their kingdom. Unfortunately, too many administrators just do not know enough about integration to make a decision about whether something is educationally sound vs. expedient for the IT guys.
