[LM_NET] TAR: Fair Use and Presidential Speeches

Hi everyone,

Some of our students would like to use part of a video of a  
Presidential Speech. Would this fall under fair use or would they  
need to obtain permission? You can contact me off list and I will  
post a hit if I get responses.
