Dear Joy, I searched my site, The Virtual Learning Resources Center, http://www.virtuallrc.com , for the terms 'pennsylvania school library standards'. The third hit down was one for "Supervisor's Resource Bank - Standards : School Library Standards" - http://www.bham.wednet.edu/departments/libmedtech/Supervisors/srbstandards.htm . That led in turn to "Pennsylvania Guidelines for School Library Information Programs" a pdf document dated 1999 published by the Pennsylvania State Library. I searched the current Pennsylvania State Library site in vain for a current, or even old copy of the document. NOT TO BE FOUND! Pennsylvania probably does not have a current set of standards for school library programs. Too many states have followed Pennysylvania's example I fear, but am not certain. Anyway, the 1999 standards should be of some help to you.
