Here are the replies I received with my comments based on reviews in Titlewave:

Picture Window Books has a series called Know Your Numbers. It includes Footprints
in the Snow, Eggs and Legs, and Pie for Piglet that are all about counting by 2s.
There are other books in that series that are about counting by 5s and counting by
10s. (Reviews were uneven.)

The Commissioner's daughter (appears to be for older students)

Mooove over! by Karen Magnugon Beil (seems like the best bet for K students)

A book about counting by Twos

I used to always use a game we learned at a math
workshop for a time-filler, to show kids a use for
counting by 2's, 5's, 10's.
If I had a bit of time left in the class for the
younger kids, I would put a few kids up at the front
of the room and say, okay we have 5 kids here, or 4 or
6, whatever. Anyway, 4 kids, then ask them how many
ears, total. How many fingers, total. How many fingers
and toes total. Then, how many heads, which would
throw them for a few seconds!

Two ways to count to ten : a Liberian folktale / retold by Ruby Dee ; illustrated
by Susan Meddaugh.

(counting by 2's is only a small part near the end)

Noah's Ark (by Peter Spier or others - depends on if you can use this type of book
in your setting)
