[LM_NET] GEN: Web Page Design software

I am new to the listserv and to the profession. I am required, as part of a LIBS 
class assignment, to post a question to the listserv and compile the responses. My 
question is: Which web page design software do you recommend for creating a middle 
school library page? Any advice would be appreciated.
