I read Meg Cabot's Avalon High and it is just as you describe.  Very cool telling 
of the story.

Good morning all:
          One of our teacher has told me of a novel about a young man in
politics in Modern Day England who is actually King Arthur who
has come back in a kind of "reincarnated" way. She thinks it was
by a famous Christian author, but not Stephen Lawhead. Does
anyone have any ideas?
