A timely question! Last week the AASL Affiliate Assembly requested that
AASL develop a position paper on the role of the LMS in regard to reading
and a toolkit to assist the LMS in implementing that role and
communicating it to administrators and other professional groups.

Meanwhile, it's interesting to see how other groups are defining reading
and literacy. Below are some definitions that represent different aspects
of reading. These might serve as a starting point for discussion.

Then National Assessment of Educational Progress in reading defines the
"reading" as follows: "Reading is an active and complex process that
involves understanding written text; developing and interpreting meaning;
and using meaning as appropriate to type of text, purpose, and situation."
 (for a further explanation see The Reading Framework for the 2009
National Assessment of Educational Progress
http://www.nagb.org/pubs/reading_fw_06_05_prepub_edition.doc)

Another interesting definition comes for the reading researchers at the
University of Connecticut who are addressing the impact of technology on
reading. They use the term "new literacies" or "the new reading
comprehension and learning skills required by the Internet and other
emerging information and communication technologies."
(http://www.newliteracies.uconn.edu/)

Plus there is the term used by reading teachers for motivating students to
read--"engagement". (See Guthrie, John T. “Contexts for Engagement and
Motivation in Reading.” Reading Online. March 2001.
<http://readingonline.org/articles/handbook/guthrie/>
Accessed 30 June 2007).

Coming up with a definition for the LMS will be a challenge. But the
process for determining this definition will be an interesting one!
