[LM_NET] Target Elem: magazine circulation

I am trying to figure out how to circulate magazines.  I'm in a PK-5 school.  My 
first year we didnt' check out magazines and they were never used.  Last year I 
allowed 2-5 to check out past issues overnight and lost a bunch. Anyone have a 
system that allows use of the magazines and doesn't create chaos.    Thanks in 
advance.
