As Fish4Info has, until its recent launch party at the New York Library Association Conference, been in closed beta testing there haven't been any listservs set up. I tend to blog about it on my blog at Infomancy, but that is about it. Since this open source project has now been released for anyone to use, your suggestion of a place to discuss the ideas and implementation is a very good one. To get things started, I created a group on the TeacherLibrarian Ning at http://teacherlibrarian.ning.com/group/fish4info. I will do my best to provide as much information and help as I can.
