I'm not sure there is an "ideal" time for the AASL conferences! Personally, the Fall (Sep/Oct/Nov) time frame works for me. We start school in early August. Having it in the Fall actually allows participants to implement the great ideas presented at the conference. AASL used to have some of the conferences in the Spring--great time of year but hard to implement the ideas with only a month or two of school left. ALA probably would not allow one of the divisions to have a conference that was close to their annual or mid winter conferences (June/January).
