As this is a perennial topic at this time of the year, you should find plenty of ideas in the archives. However, I always found the most effective rules were the ones the students developed for themselves. Ask them what a well-run library looks and sounds like, and then have them suggest ways of achieving this. Phrase the points using the language of the behaviour you want to see, rather than a list of 'do not..." because kids don't hear the first part. Also be willing to have different standards for different age groups. What a Yr 6 student might be able to achieve could well be beyond the realm of the PreK kid.
