Oh, wise ones....

While cataloging a book about the work of Picasso, who was born in
Spain, I noticed that he is identified in subject headings as a French
Artist.  Is that because he lived in France most of his life while
creating his great works?  It has been decades since I took
cataloging...is there some country rule I don't know about?  I believe I
read that his father was French and his mother was Spanish.  Would that
be why?  Is it because he denounced Franco's rule of Spain?

I'm just curious, because I would have put Artists - - Spain as the
subject heading  if I hadn't looked at the existing records in several
libraries where it consistently said Artists - - France.

Anyone have any insights?  In the big scheme, I know it doesn't really
matter....it's just one of those annoying questions that can bug a
librarian who has had to respond to  kids with requests like, "I need a
book about a Spanish artist."   <G>
