If your VHS tapes were commercially produced (i.e., you purchased them
from a store or a vendor), then copying them to DVD would be technically
and ethically impossible. Just about any film released on VHS is
available in DVD format; it would be more convenient, I think, to simply
invest in the DVD versions and toss the old VHS tapes. Amazon.com and
Library Video Company are just two excellent sources with exhaustive
catalogues of movies on DVD.
If you're thinking about converting your **own** VHS tapes (i.e.,
"homemade" tapes which you or other teachers shot with a VHS camcorder)
to DVD, you'd first have to transfer them to digital media and then
upload the footage to a computer, edit, and burn to DVD. This is a VERY
time-consuming process!
Most digital camcorders cover this "dubbing" process in the user's
manual, and it's fine for home movies, classroom activities that you
filmed onto VHS tape yourself, etc. However, when you dub a commercial
VHS tape onto digital media for creating a DVD, you are indeed violating
the copyright, and, even if you disregarded the copyright violation, in
most cases there will be copy-protection embedded in the VHS tape that
will make duplication technically impossible.
