Personally I would use the 521 Tag -

The 521 tag  will be used
•       when the contents of an item are appropriate for a
specific audience or intellectual level which makes it
possible to identify materials that meet the learning
needs of individual students. 

Indicator 3 - Special Audience Characteristics 

•       Special audience characteristics such as vision
impaired can help identify the needs of a specific
audience
a)      Vision impaired
b)      Hearing impaired
c)      Tactile Learners
d)      Auditory Learners
e)      ESL students
f)      Remedial readers
