[LM_NET] TARGET: Library Fees Policies

I'm seeking examples of library fees policies or guidelines, especially at
the school district level.  We have nearly 50 schools in our district and
library fees practices vary from school to school (e.g. charges for
damaged materials, timeline for refunding a returned item, etc.).  Our
goal is to form a committee that will create proposed district guidelines
for library fees.
