[LM_NET] Putting words in a circle

Good Day,

Does anyone know how to create a document where the words are in a
circle.  The words would be a wheel so that when they are spun, they can
be chosen.  I can put a word in a circle so the lettering forms the
circle but this is not what is needed.  Each word needs to point from
the center out so that it can be selected by the pointer.

I was able to do this very tediously in Adobe InDesign and I was
wondering if there was another product that might create the same thing.
