I am not surprised
Books are an exception under the bid process -- but
you could go to a bid process for book fairs --

same with books

It isn't as bad as you think

I did an RFP when we had the Improving LIteracy Grant
-- and it really worked out great...


We had super discounts, standard cataloging, a
salesperson that pratically lived with us, and the
discount extended to any other purchases for other
depts. that year....

We made some good friends with that one
