[LM_NET] cataloging question

Hello everyone,
Please share with me the reasons and importance of having a written
technical processing policy for cataloging materials.  Should the
policy list specifics for different grade levels?  I am especially
interested in the elementary level.  Any sample policies will be most
helpful. As a student in an online cataloging class, I would
appreciate information and advice from experienced library media
specialists/ school catalogers.
