[LM_NET] ALL LEVELS: District-level Library Coordinator Job description

I am helping to write a proposal for a district-level library coordinator position, 
including a job description.  If you have or are in such a position, or have helped 
create such a position, would you please respond to me personally with information 
regarding:
 
1.  the rationale for a district-level library coordinator
2. a job description for that job.
3. any relevant data that would support such a proposal.
 
We are researching this through other means, but knowing what a great resource this 
group is (I lurk very well), I'm sending it to the collective brain to be sure we 
touch all the bases.
