[LM_NET] TAR: policies

My very progressive supervisor is looking into writing new policies for collection 
development and challenge process/forms, to protect intellectual freedom.

If anyone has sample policies/forms, or a great article to share (not for her -- 
we'd be preaching to the choir, but any ammo we/she can have on file would be 
good), please send them along.
