[LM_NET] Making PCs Safe

I just got PCs, and need input on how to make them secure from 
mischief.  Our techie guy said he could, and now he tried and can't-  
is there anything I should buy or do to keep them from putting 
everything in the trash and exploring how to change all the settings?
