[LM_NET] Target: YA science fiction series

I was searching a book on Titlewave and found this in a review from Booklist in 
2003:
 
"Very YA in tone and plot, it would have fitted nicely into the short-lived, 
late-1980s YA sf line written by such adult sf luminaries as Silverberg, Zelazny, 
and Gerrold. "
 
Is anyone familiar with this series that is mentioned?  Do we know the publisher?
