My apologies for the delay in posting this hit. Thanks to all who
responded.  The responses are listed below. Several people suggested
looking at our state standards and the LM_Net archives, both of which I
am doing.  We are also using our own unique statistics as part of our
proposal.
 
Original query: 
I am helping to write a proposal for a district-level library
coordinator position, including a job description.  If you have or are
in such a position, or have helped create such a position, would you
please respond to me personally with information regarding:
 
1.  the rationale for a district-level library coordinator 
2. a job description for that job.
3. any relevant data that would support such a proposal.
 
We are researching this through other means, but knowing what a great
resource this group is (I lurk very well), I'm sending it to the
collective brain to be sure we touch all the bases. 
 
I posted the query to both LM_Net and to tlc (Texas librarians'
listserve). A couple of people sent attachments, the gist of which I
copied into the body of this email. T

Richardson (TX) ISD has their director's job description and duties
posted on the web.

Northside ISD (San Antonio) does have a director (moi).  Our HR
department doesn't have a job description and I don't have the job
posting from 8 years ago in an electronic format.  We have 85,000
students, 59 elementaries (+3 opening next year), 15 middle schools (+1
opening next year) and 9 high schools (+1 opening next year).  Our
librarians do not catalog as our theory is that they better serve
students and teachers than sit behind a computer cataloging.  Library
Services has 4 professionals (me and 3 Library Specialists), one office
manager/bookkeeper/secretary, and 3 cataloging technicians.  We load
records from a few major vendors, encouraging our librarians to order
from those companies, and we order from all other companies without
records.  We have a Sirsi union catalog.

In TylerISD we have just had the District Job re-instated this year
after having site-based library administration.  It was after a complete
self-evaluation of each of the 24 libraries based on the State
Standards.  Data was collected.  Also we utilized the budgets from each
campus for the last 3 years, the collection age of each campus’ holdings
and collection stats.   We compiled a report to the board, formed a
District Library Advisory committee which requested a District Level
Position for supervision;  after seeing the inequities and lack of
parity in the campus funding, the collection age and the condition of
the collections, the circulation inequities, and the staffing
inequities, the board asked for an outside consultant.  Mary Lankford
came and visited all of our libraries in 3 days and compiled a report
which was very similar to our own evaluation needs.  The Board agreed to
the position so that district management and funding from the district
level can assure parity to all of the libraries so that all students are
on a level playing field.    I just started, this fall after being the
Lead Librarian/High School Librarian, and have just noticed that there
is no job description posted on the TISD Web for my position.  I’ll have
to check into that.

The District Curriculum Coordinator is a member of the teaching staff
who is assigned curricular and coordinating responsibilities in the area
of K-12 education in addition to his/her teaching assignment. The
purpose of the position is to work with the Supervisor of Curriculum and
Instruction and/or the Director of Special Services and other
administrators to maintain an effective curriculum and best
instructional practice in support of student learning and achievement.
The District Curriculum Coordinator collaborates with staff throughout
the district to provide leadership and collegial support to develop,
implement, coordinate and monitor a unified and aligned district-wide
program. The District Curriculum Coordinator is responsible to the
Supervisor of Curriculum and/or Instruction or the Director of Special
Services. The appointment of the District Curriculum Coordinator is
reviewed annually by the curriculum supervisor and recommended annually
by the Superintendent. 
 
Qualifications:
 
1.        Master’s degree and certification. 
 
2.        Five years of successful teaching experience. 
 
3.        Knowledge of effective educational programs, practices, and
techniques to support curriculum renewal, instruction and assessment.
 
4.        Ability to communicate effectively both orally and in
writing.
 
5.        Ability to interact positively with peers; assertive yet
considerate in making decisions affecting teachers in their areas of
responsibility.
 
Essential Functions :
 
1.        To coordinate the development, implementation, monitoring and
evaluation of the curricular program at the elementary and secondary
levels. 
 
2.        To provide curriculum leadership by initiating, coordinating,
and monitoring the renewal/review/revision process in cooperation with
other teachers, department chairpersons, and school principals: to
maintain congruence and alignment of the written, tested, and taught
curriculum; to monitor the consistency of curriculum delivery, as well
as approved pilot programs; and to coordinate and oversee the selection
of textbooks and instructional materials to support the educational
program. 
 
3.        To provide ongoing communication with the Supervisor of
Curriculum and Instruction on curriculum initiatives, projects, and
general curriculum activities. on an annual basis a set of goals and
objectives, a schedule of department meetings, a written summary of
department activities, and a summary of goals and objectives achieved. 

 
4.        To integrate educational technology into the curriculum; to
review and evaluate computer hardware and software, to identify staff
training needs as related to the curricular area and to facilitate the
implementation of this training in conjunction with the District
Supervisor and Coordinator of Information Technology.
 
5.        To foster professional growth of self and staff by
identifying, developing, and implementing appropriate professional 
development activities to support the educational program; to keep
current with the latest research related to the program; to disseminate
information on research and educational programs and practices; to
organize opportunities for collegial conversation for department members
to review the research and information on educational programs,
practices, and current educational trends.
 
6.        To provide collegial coaching support by making classroom
visits of teachers and staff members in a peer coaching relationship in
order to ensure effective delivery of curriculum. 
 
7.        To chair curricular committee meetings for the purpose of
communicating information, sharing ideas, and providing on-going
professional development for department members; to record minutes and
distribute them to department members, administrators, and the district
curriculum office. 
 
8.        To act in an advisory capacity in the development of policies
and practices that pertain to curriculum, instruction, and assessment. 
 
9.        To annually make budget requests to support the curricular
program for staff and students. 
 
10.     To assist district administrators in the selection of
professional staff.
 
11.     To perform other duties as requested by the Supervisor of
Curriculum and Instruction and/or the Director of Special Services.
 Performance Review 
 
The district curriculum coordinator will annually establish a set of
goals and objectives to support the district’s educational program.
These goals will be submitted in the fall of each school year and will
be reviewed and monitored throughout the year by the Supervisor of
Curriculum and Instruction/Director of Special Services. At the
conclusion of each school year, the district curriculum coordinator will
submit for review with his/her immediate supervisor a summary and
reflection of goal achievement. 
 Remuneration Plan 
 
On an annual basis, the District Curriculum Coordinator shall be
compensated in accordance with the provisions of the collective
bargaining agreement between the Council Rock Board of School Directors
and The Council Rock Education Association. During this period, he/she
shall receive no other additional pay for in-service or workshop
activities which fall within the scope of his/her position description
unless, by prior agreement, the Superintendent considers such activities
as exceeding the reasonable time requirements of his/her position as
coordinator. 
 
The District Curriculum Coordinator shall be available during periods
other than contractual days at the mutual convenience of his/her
supervisors and him/herself and for no additional pay for a reasonable
amount of consultation on matters relative to the scope of his/her
position description. 
 
As the requirements of a particular school year may dictate, the
District Curriculum Coordinator’s basic contract terms may be extended
for the required number of days at a per diem rate computed

PROGRAM DIRECTOR OF LIBRARY MEDIA SERVICES
A. QUALIFICATIONS:
1. The Program Director of Library Media Services shall have the
general qualifications of a teacher as
prescribed by the State Department of Education.
2. The Program Director of Library Media Services shall hold at least a
master degree and a valid
administrator’s certificate from an accredited college or university,
or a master degree and 15 hours of
coursework in curriculum, supervision, research, tests and
measurements, statistics, special populations,
school finance, leadership/The Principalship, or school law.
3. The Program Director of Library Media Services shall have had at
least three (3) years of successful
teaching experience.
B. APPOINTMENT:
The Board of Trustees shall appoint the Program Director of Library
Media Services upon the recommendation
of the Superintendent of Schools for a term of not more than two (2)
years, and the contract will be considered
for extension at the regular March meeting each year.
C. REPORTS TO:
The Program Director of Library Media Services shall be responsible to
the Executive Director of Curriculum
and Instruction for the performance of all duties.
D. JOB PERFORMANCE STATEMENTS:
1. Instructional Management
a. Assumes responsibility for coordinating the library program.
b. Acts in a consultatve and advisory capacity to library media
specialists.
c. Works with the Executive Director of Curriculum and Instruction,
Executive Director of Technology,

f. Communicates and works with library media specialists to develop,
maintain, and revise the Library
Policies and Procedures Manual based on systematic review and

that they update and maintain the
School Board Policy Manual.
h. Supervises and serves in an advisory capacity in the writing,
editing, and revising of library curriculum
materials to support the instructional programs.

integration of library resources into
everyday classroom instruction.
j. Ensures the library program supports the school’s focus for academic

a. Assists in the recruitment and selection of library media
specialists.
b. Acts as mentor and gives guidance to new library media specialists
during staff development and
throughout the year.
c. Provides the necessary staff development to ensure a successful
library program.
5. Administration and Fiscal/Facilities Management
a. Defines the library program and fiscal needs in the budget
development process to ensure that fiscal
resources address the mission of Aldine ISD.
b. Demonstrates responsible fiscal control over library program
budgets.
c. Works to keep Aldine ISD schools in compliance with state law and
TEA standards.

a. Uses information provided through assessment instruments, the
district appraisal process, and
evaluative feedback from supervisors to improve performance.

F. EVALUATION:
1. The job performance statements shall constitute the criteria for an
evaluation form with an evaluation code
as follows:
Unsatisfactory Performance needs improvement in most major areas.
Below Expectations Performance needs improvement in some major

Exceeds Expectations Performance excels in most areas.
2. The evaluation form shall contain a place for comments and general
observations made by the evaluating
person. These comments shall constitute additional criteria for
evaluation.

3. The Program Director of Library Media Services’ evaluation is a
responsibility resting with the Executive
Director of Curriculum and Instruction. An evaluation shall be
completed in writing at least once during the
course of the school year.
4. The Executive Director of Curriculum and Instruction shall submit to
the Superintendent of Schools or the
staff person designated by the Superintendent of Schools, the completed
evaluation of the Director of
Library Media Services at the time stipulated by the Superintendent of
Schools.

5.        Ability to interact positively with peers; assertive yet
considerate in making decisions affecting teachers in their areas of
responsibility.
 
Essential Functions :
 
1.        To coordinate the development, implementation, monitoring and
evaluation of the curricular program at the elementary and secondary
levels. 
 
2.        To provide curriculum leadership by initiating, coordinating,
and monitoring the renewal/review/revision process in cooperation with
other teachers, department chairpersons, and school principals: to
maintain congruence and alignment of the written, tested, and taught
curriculum; to monitor the consistency of curriculum delivery, as well
as approved pilot programs; and to coordinate and oversee the selection
of textbooks and instructional materials to support the educational
program. 
 
3.        To provide ongoing communication with the Supervisor of
Curriculum and Instruction on curriculum initiatives, projects, and
general curriculum activities. on an annual basis a set of goals and
objectives, a schedule of department meetings, a written summary of
department activities, and a summary of goals and objectives achieved. 

 
4.        To integrate educational technology into the curriculum; to
review and evaluate computer hardware and software, to identify staff
training needs as related to the curricular area and to facilitate the
implementation of this training in conjunction with the District
Supervisor and Coordinator of Information Technology.
 
5.        To foster professional growth of self and staff by
identifying, developing, and implementing appropriate professional 
development activities to support the educational program; to keep
current with the latest research related to the program; to disseminate
information on research and educational programs and practices; to
organize opportunities for collegial conversation for department members
to review the research and information on educational programs,
practices, and current educational trends.
 
6.        To provide collegial coaching support by making classroom
visits of teachers and staff members in a peer coaching relationship in
order to ensure effective delivery of curriculum. 
 
7.        To chair curricular committee meetings for the purpose of
communicating information, sharing ideas, and providing on-going
professional development for department members; to record minutes and
distribute them to department members, administrators, and the district
curriculum office. 
 
8.        To act in an advisory capacity in the development of policies
and practices that pertain to curriculum, instruction, and assessment. 
 
9.        To annually make budget requests to support the curricular
program for staff and students. 
 
10.     To assist district administrators in the selection of
professional staff.
 
11.     To perform other duties as requested by the Supervisor of
Curriculum and Instruction and/or the Director of Special Services.
 Performance Review 
 
The district curriculum coordinator will annually establish a set of
goals and objectives to support the district’s educational program.
These goals will be submitted in the fall of each school year and will
be reviewed and monitored throughout the year by the Supervisor of
Curriculum and Instruction/Director of Special Services. At the
conclusion of each school year, the district curriculum coordinator will
submit for review with his/her immediate supervisor a summary and
reflection of goal achievement. 
 Remuneration Plan 
 
On an annual basis, the District Curriculum Coordinator shall be
compensated in accordance with the provisions of the collective
bargaining agreement between the Council Rock Board of School Directors
and The Council Rock Education Association. During this period, he/she
shall receive no other additional pay for in-service or workshop
activities which fall within the scope of his/her position description
unless, by prior agreement, the Superintendent considers such activities
as exceeding the reasonable time requirements of his/her position as
coordinator. 
 
The District Curriculum Coordinator shall be available during periods
other than contractual days at the mutual convenience of his/her
supervisors and him/herself and for no additional pay for a reasonable
amount of consultation on matters relative to the scope of his/her
position description. 
 
As the requirements of a particular school year may dictate, the
District Curriculum Coordinator’s basic contract terms may be extended
for the required number of days at a per diem rate computed
