[LM_NET] TAR: APA Citing a Bill

[Laura Pleune <pleunel@GREENVILLE.K12.MI.US>]

I have a staff member who is finishing up their thesis. One of her
resources is a Bill. Does any one know how this should be cited on her
bibliography ? She is also citing it with in her paper and needs to know
how to cite it with in the paper. (Does she use the Bill number, the
common name of the bill?)
