[LM_NET] Tar: damaged book replacement policies

Greetings, All,
My principal requested that I come up with a damaged book replacement policy.  
Being new to the district, I was surprised one was not already in place.  I was 
wondering if you could send me the best of what you have and cautions about the 
worst that could be included in such a policy.
