Hi,

This year in my district, the Administration is requiring the secondary librarians 
at the middle schools to teach three fixed classes a day.In the past, it has always 
been on a flexible schedule where teachers bring in their students and the teacher 
and librarian have collaborated to deliver information literacy instruction within 
the context of the classroom curriculum. Now students are dropped off, teachers, 
leave, and the librarians are teaching information literacy in isolation. The 
district has argued staffing efficiencies and management rights in adjusting how 
the librarians deliver their program. They have cited our job description that 
indicates we teach information literacy skills and our state's RCW that refers' to 
librarians as Teacher-Librarians. Secondary full-time librarians are in our 
bargained language and are guaranteed in our district. The problem lies in how the 
term "full-time librarian" is defined. Keep in mind that the district is not 
concerned about "best practices."

I am wondering first in your district what a "full-time librarian" is either stated 
in your district's contract language or in your current and past practice in regard 
to secondary librarians.

I am also wondering if there is a place that defines what a "full-time librarian" 
constitutes that can be used as reference.
