I have a colleague who is looking for a science fiction novel that she read
in the 80s in Latvia (it had been translated from English).  Here is a brief
summary of the plot:

Set in post-nuclear war earth, story is about a community who is trying to
stay "as human as possible" and so they examine all children for
"normalcy."  If a child is not fully human, they toss them into the woods to
live with the other mutants.  The main character is a girl who has a
telepathic ability, but appears to be normal.  When her "mutation" is
discovered, she is banished and encounters the alternate world including
goat men, unicorns, etc.  She finds that her original community is not the
only one still existing.

Any help would be appreciated.
