[LM_NET] ELEM: Anyone know this book

One of our teachers remembers this about the book and she is desperate
for the title.  She was born in 1956 so it would be around that time.

There are 3 angels.  One was named Tasselhead (sp?) and the other two
are a boy and a girl.  Tasselhead had short blond, curly hair and worked
day an night scrubbing and polishing her star.  The other two angels
slacked off and didn't polish their stars.  In the end, Tasselhead was
cleaning the Star of Bethlehem.

Does anyone know the title of this  book?
