that's because ISBN is not a unique number, that is of you buy 3 copies of
the same book, all 3 books have the same ISBN. then, well you lend one of
the copy out, you cannot identify which copy you have lend to that person
and when return, you do not know which one is return

so we usually give every book a unique in-house number to identify it
