Dear Helpful Librarians, The teacher that asked me for these books was quite impressed and thankful for the suggestions of the following books to show character description. Thanks so much for your help Jennifer and Sheila. If you can get your hands on anything by Patricia Polacco, her characters are really well developed and would serve as good examples. I would also recommend books by Allen Say - Granfather's Journey or Tea with Milk. It's not a picture book, but Roald Dahl's Mahtilda has awesome character descriptions - I went to a seminar on teaching writing once and that was one of their suggestions.
