My daughter-in-law is writing a book and has a question about the draft lottery 
that began in 1969.  Neither my husband nor I can remember the details since he had 
served his hitch.  Hope someone out there knows the answer.
Her question:
On December 1st, 1969, they had the first draft lottery. I know they matched a 
guy's birthday to a day of the year, like a birthday of Oct. 21st had an induction 
day of the 35th day of the year, beginning with Jan. 1, 1970. 

So, when they did the lottery again in July of that year for 1971 for those born in 
1951, what did that mean for all the people who were older (But, still within draft 
age) that didn’t get inducted in 1970? 

Were they in the clear? Did they keep the same numbers for each year of draft 
eligibility? Or, did they switch to the numbers of the new draft?
