[LM_NET] HIT: library policy manual

Thanks to those who emailed me!
If anyone else has any further information they would not mind sharing
please let me know.

For those of you who are also seeking examples of library policy documents
I have included two websites and an attachement that I have recieved.

They may act as a jumping off point for compiling your own. I personally
found the attachment to be of the most use.

If I recieve more I will post another HIT.
