And some publishers (including media that already charge more for "public performance rights) have discussed charging certain buyers who will formally share their purchases with others, a different price to include the privilege of loaning their materials. A disaster for libraries who are already are struggling with less than adequate budgets but seems like a fair alternative and much easier to administer than a "lending fee" that would be hard to monitor.
