I recommend The Fledging of Az Gabrielson by English author Jay Amory (first in a trilogy, stands alone): For generations, winged residents of the sky-cities have relied on supplies arriving on elevators from the ground. When the provisions stop coming, a wingless 16-year-old boy, who will blend in with the "groundlings," is sent below to discover what the problem is. What Az discovers and experiences causes him to rethink what he has believed, and many of those living on the ground also question what they have been taught is the truth about themselves and those who live above the clouds. This novel is an exciting, thought-provoking read, which will have readers looking forward to the sequels.
