A colleague who is somewhat of an expert on copyright in schools had this to say 
when I passed your question on:

In my opinion this is a violation of copyright. If a student were making a poetry 
collection for an assignment I believe it would be allowed (student's have 
different rights under Fair Use than teachers), but for a teacher or a school 
district to collect these works and duplicate them for students is an egregious 
violation. It is done explicitly for the purpose of providing those works to 
students in lieu of purchasing an existing anthology. If you remember back when you 
were an undergrad some professors used to do that, creating their own booklets of 
readings you had to buy at Kinko's. That was ruled an infringement and they can't 
do that any more. It's the same situation.

We're having a philosphical discussion. In creating an anthology of poetry for our 
different grade levels to use in writing, it was suggested that  we collect 
different complete poems from different poetry collections retype them and reprint 
them within our district.

Viewpoint 1 - It is ok to do this because each poem is no more than 1/12 of the 
collection it came from. This is ok because of fair use.

Viewpoint 2 - Each poem is a complete work. It doesn't matter what the ratio is 
because it is like taking just one song from a record/CD/etc. This is a violation 
of copyright regardless of fair use.

Thanks for your help in deciding this because the building we're in doesn't have a 
copy of Copyright for Educators.
