This was a thread on this not so long ago, so you may want to visit the 
archives. This issue really bothers me, so I'll weigh in this time...
My feeling is do NOT read on the job! That is student time. Do NOT read on 
planning period. That is collaboration time. 

You can say reading is part of the job, but I think it sends a message that 
you don't have enough to do, that you don't relate to students, and that 
you are different that classroom teachers. When you're perceived differently, 
you will be valued differently.

Just my opinion.
